Kelly regularly collaborates with senior public sector leaders in Commonwealth countries and small island states on civil service reform and public sector modernisation, human resource development and institutional strengthening/capacity building.  Kelly's International work includes:


Technical Expert - Mauritius  

Mauritius on a 12-month residency as a Commonwealth Technical Expert advising the Government of Mauritius as it develops and implements an enterprise-wide Public Sector Business Transformation Strategy and Implementation Plan.  


Action Learning Coach - Barbados

Barbados as an Action Learning Coach and a Learning Subject Matter Expert providing guidance to the Caribbean Region Learning Needs Assessment Team on a business-driven action learning project sponsored by the Caribbean Leadership Project and the Government of Saint Lucia

Technical Expert - Saint Lucia

Saint Lucia as a technical expert for the Commonwealth Secretariat on public sector transformation and strengthening human resource management and development capacity of the Ministry of Health in Saint Lucia (6-month residency)

Kelly also serves on the WIAL Caribbean Advisory Board.  WIAL Caribbean has selected a diverse group of senior professionals to form its 2016-2017 Advisory Board. The Board will advise on governance, legal, financial and risk issues as well as provide guidance on strategic direction. While the organization will be seeking to expand its reach and services during 2016-2017, it must also focus on governance and legal considerations, particularly as it will be operating across several countries simultaneously.
